RACC 2007 Annual Report
Through vision, leadership, and service, the Regional Arts &
Culture Council (RACC) works to integrate arts and culture in all
aspects of community life. RACC has served the Portland tri-county
area since its inception in 1995, when the city’s Metropolitan
Arts Commission transitioned into a separate not-for-profit organization
based upon the recommendation of ArtsPlan 2000+, a far-reaching
blueprint for arts and culture in the region.
RACC is the steward of public investment in arts and culture, and works to
create an environment in which the arts and culture of the region can flourish
and prosper. RACC is funded in part by local, regional, state and federal governments
to provide grants to artists and operating support to art organizations in the
tri-county region. (Funders include the City
of Portland, Metro,
and Multnomah, Clackamas
and Washington
Counties, the Oregon
Arts Commission, Oregon
Cultural Trust and the National

Using arts and culture as our tools, RACC plays a significant role
in regional and community development. RACC also provides direct
support for artists and arts organizations.

Vision, Mission, and Values
Vision
To enrich community life by working with partners to create an environment
in which the arts and culture of the region flourish and prosper.
Mission
Through vision, leadership and service the Regional Arts &
Culture Council works to integrate arts and culture in all aspects
of community life.
Core Values
We value freedom of artistic and cultural expression as a fundamental
human right.
We value a diversity of artistic and cultural experiences.
We value a community in which everyone can participate in arts
and culture.
We value a community that celebrates and supports its artists,
and its arts and cultural organizations.
We value arts and culture as key elements in creating desirable
places to live, work and visit.

Programs and Services
RACC is the steward of public investment in arts and culture, and
works to create an environment in which the arts and culture of
the region can flourish and prosper. Using arts and culture as our
tools, RACC plays a significant role in regional and community development.
RACC also provides direct support for artists and arts organizations.
Specifically, RACC provides service in four key areas:
- Through Advocacy and Development
efforts, RACC helps build support and resource for a strong arts
and culture community. RACC receives direct financial support
from a variety of government agencies and private funding sources
to provide services for artists and arts organizations. RACC is
also working to stimulate private philanthropy for arts organizations
through a workplace giving program for arts and culture, Work for Art.
- Almost $3 million is distributed annually as direct cash
Grants to artists and arts organizations.
These grants, representing the region’s public investment
in arts and culture, support a variety of ongoing programs and
specific projects that make our community a better place to live.
Grants are awarded in various categories using a competitive process
that is adjudicated by a panel of community representatives.
- The nationally acclaimed Public
Art program at RACC integrates a wide range of art into public
spaces. RACC manages the Percent for Art program, including the
commissioning of new art, and maintenance of existing artwork
in the City of Portland, Multnomah County, and for other agencies.
The Public Art department also manages special projects for our
governmental partners, including the Visual Chronicle of Portland
for the city abd Portable Works, for Portland and Multnomah County.
- Information and Education
services provide assistance for artists, arts organizations, and
educators through a variety of printed and electronic resources,
and professional development training opportunities. RACC partners
with selected community organizations to provide targeted arts
education programs services that are not already offered by other
arts organizations in the community.
